The U.S. Department of State’s Bureau of African Affairs is offering large-scale cooperative agreements of US$5 million to US$50 million under the U.S.-Africa Strategic Investment Program. The programme supports market-based, private-sector-led economic growth in sub-Saharan Africa through Critical Minerals Investment and Commercial Diplomacy Acceleration.

Requirements

  • Proposed activities must benefit one or more sub-Saharan African countries
  • Projects should use market-based and private-sector-led approaches
  • Applicants must address an applicable strategic focus area under the programme
  • Projects must demonstrate clear and measurable economic or investment benefits
  • Recipients must demonstrate alignment with or commitment to advancing U.S. supply-chain goals
  • Applicants must follow the requirements and deadline of the relevant application window
  • Applicants must have sufficient institutional, technical and financial capacity for a multimillion-dollar cooperative agreement

Application steps

  • Review the full Annual Program Statement and identify the relevant application window.
  • Confirm that the organisation and proposed project meet the eligibility and geographic requirements.
  • Select the appropriate focus area: Critical Minerals Investment or Commercial Diplomacy Acceleration.
  • Prepare the required technical, organisational and budget information according to the relevant application-window instructions.
  • Demonstrate measurable benefits for one or more sub-Saharan African countries and alignment with the programme’s strategic objectives.
  • Submit through the official U.S. Government application route indicated on Grants.gov before the applicable window deadline.

This is an exceptionally large funding opportunity and should not be approached as a normal grassroots NGO grant. Awards start at US$5 million, meaning competitive applicants will need substantial institutional, financial, technical and implementation capacity. The strongest potential applicants are likely to be established African or international organisations, companies, investment platforms, public international organisations and capable consortia working on critical minerals, investment facilitation, supply chains, commercial development or related enabling systems. Applicants should pay particular attention to the Annual Program Statement because 27 May 2027 is the overall programme closing date; individual application windows may have earlier deadlines and additional requirements.
