U.S. Department of State – Bureau of Global Health Security and Diplomacy

The U.S. Department of State’s Bureau of Global Health Security and Diplomacy is inviting eligible applicants to respond to specific addenda under the Advancing Global Health Annual Program Statement. The APS supports major global-health initiatives addressing country-specific and thematic priorities, with awards under the overall programme ranging from US$500,000 to US$250 million.

Requirements

  • Applicants must identify and respond to a specific active addendum under the Advancing Global Health APS
  • Proposals or Statements of Interest must address the objectives and priorities of the selected addendum
  • Applicants must satisfy the eligibility and geographic requirements stated in that addendum
  • Applicants must follow the specific funding ceiling, deadline and submission requirements of the relevant addendum
  • Applicants should demonstrate appropriate technical and institutional capacity for the proposed global-health intervention
  • Applications must follow the standard APS instructions together with any additional instructions contained in the selected addendum
  • Applicants should not submit a generic proposal to the umbrella APS without identifying an applicable addendum

Application steps

  • Review the full Advancing Global Health Annual Program Statement.
  • Check the currently available addenda and identify one matching your country, technical expertise and proposed intervention.
  • Read the selected addendum carefully for its eligibility, funding amount, geographic scope and specific deadline.
  • Prepare the required Statement of Interest and supporting information according to both the APS and addendum instructions.
  • Confirm all required organisational registrations and submission requirements well before the relevant addendum deadline.
  • Submit through the official U.S. Government application route indicated for that addendum.

This is not a single US$250 million open grant that any health organisation can apply for. It is an umbrella Annual Program Statement under which the U.S. Department of State issues separate country-specific and thematic addenda. Each addendum may have its own eligibility rules, funding level, technical priorities and deadline. For African organisations, this can be exceptionally valuable where a live addendum matches the organisation’s country and proven health expertise. Strong candidates are likely to include established public-health NGOs, research institutions, universities, specialised health organisations and capable consortia with substantial technical, financial and implementation capacity. Do not wait until the overall 14 February 2027 APS deadline. Applicants should review the current addenda immediately because individual rounds can close months earlier. For example, current Cameroon and Mozambique addenda have Statement of Interest deadlines of 15 September 2026.
