9th Call for Proposals for Country-led Projects

Global Agriculture and Food Security Program (GAFSP)

The Global Agriculture and Food Security Program (GAFSP) has opened its 9th Call for Proposals for Country-led Projects, making approximately US$163 million in grant resources available to eligible low-income countries. The call supports country-owned investments that strengthen agriculture and food systems, improve rural livelihoods and food security, build climate resilience, improve nutrition and empower women and girls.

Requirements

  • Only eligible national governments may submit proposals directly under the Country-led modality.
  • The applicant country must be an active IDA-only country that is not in non-accrual status to the World Bank.
  • Uganda is among the eligible countries.
  • The government must prepare the proposal in consultation with an approved GAFSP Supervising Entity.
  • The country must select an eligible Supervising Entity for the proposed investment project.
  • Proposals must address at least two of the three GAFSP cross-cutting priorities: climate resilience, empowered women and girls, and improved nutrition.
  • Proposals must demonstrate alignment with national agriculture and food-security priorities.
  • Proposals must demonstrate implementation readiness and appropriate institutional arrangements.
  • Secured or expected co-financing supported by evidence is required.
  • Meaningful consultation with farmers, producer organizations, women’s groups, private-sector actors, civil society and other relevant stakeholders is expected.

Application steps

  • Review the official GAFSP 9th Call Guidelines and confirm country eligibility.
  • The eligible national government should determine its country proposal through an internal prioritization process.
  • Engage an approved GAFSP Supervising Entity early in proposal preparation.
  • Develop the proposal using the official Country-led Proposal Template.
  • Prepare the required budget and supporting documentation.
  • Demonstrate co-financing and provide the required evidence.
  • Consult relevant stakeholders including farmers, producer organizations, women’s groups, civil society and private-sector actors.
  • Submit the completed proposal and required documents from a government official email account to gafsp-info@gafspfund.org.
  • Submit no later than 15 September 2026.
Global Grants Hub strategic note

This is a major country-led GAFSP financing opportunity rather than a conventional NGO grant. National governments of eligible low-income countries submit the applications, while NGOs, CSOs, farmer organizations, private-sector actors and other stakeholders can contribute to proposal development and may participate in implementation where the government and Supervising Entity engage them. Uganda is explicitly eligible, making this particularly relevant to Ugandan agriculture, food-security and rural-development stakeholders seeking to engage the Government of Uganda on a national proposal.
